Is Bromine and MPS the same thing?

No.  Bromine is a sanitizer.  MPS is non chlorine shock which is an oxidizer with no sanitizing capabilities.  Bromine is one of three recognized sanitizers, the others being chlorine and biguanides.  There are various ways to use bromine in a spa with the most popular being tabs in a floater.
