If the circ pump isn't working the heater won't work, they only work in conjunction. The jet pump is a different problem. Start with circ pump, how old is the pump?

That seems like a bit of a short life span for a circulation pump, has the tub been wet and turned on for all of those 5 years until recently?

yes

Well maybe your board is bad. But a tech may carry a replacement circ pump to test the system board. Unplug the circ pump and heater and see if the jet pump works.

Do you know how to properly power down your tub?
