Help with hot tub not heating

Hello everyone, new to the hot tub world here, just bought a house that had a hotsprings portable 4 person hot tub, the problem is the thing wont heat up at all, the heater had a crack in the head of the no fault heater, however I repaired that and got it to stop leaking, also I noticed the Jed 103 ozone generator has a light on it but its not lit up, is it suppose to be? I can feel a very little bit of heat coming from the bottem of the hot tub, I left it running all night and the water was still cold.

Is this a 120 volt tub or 220 volt? Just repairing a leak in the heater housing may not have fixed the heater. An ohm test is required.
