DO I NEED A SEPERATE GFI BREAKER IF THE TUB HAS A GFI BREAKER BUILT INTO THE HEATING ELEMENT? I WOULD REALLY APPRICIATE ANY INFO ON THIS.

You need all power to the spa GFI protected.  
You do not need to/should not put a GFI breaker on a line where one already exists.    
What brand of spa are you looking at that has gfi protection included for the heater but not the pumps?
