I know sunbelt quite well. They are a primarily a shell builder. They also sell their units completely finished.  A local retailer here typical buyer the Sunbelt and then will customize the jets for you. It's a GREAT way to get into a tub with a lot of jets for under $5K. Be warned however that there is little or NO insulation in these puppies so they do cost more to run in the winter. If your in the southern US they aren't a bad choice since temps here are more moderate. If your up north you would need to figure a way to add insulation to the sunbelt units.
