Yours sounds like mine used to. My wife uses pretty heavy body lotion. She used to get in without showering really good to get rid of as much of the lotion as humanly possible. We started having much cleaner water after it was proven to her that her lotions were most of the problem.

Ours had the browslimyey looking bubbles that would grow to the size of softballs. Really nasty looking to me. Our problem was solved simply by stopping the heavy lotions from being introduced into the spa.

She didn't think she was causing the problem, but after a half day of her helping clean the filters, totally cleaning the inside of the spa, she said that taking a quick shower was much easier than pulling that kind of maintenance very often. It also took some running of the spa after a thorough cleaning to get the junk out of the pipes and jets.

Is this new?  First fill?  Could be source water.

2 things...either you never treated the water for metals and now by the additions of chlorine and shock they have oxidized themselves to the surface...or its an oil based product like mentioned above, makeup, lotion, etc.
