If the factory is involved, there is no need for another dealer opinion, IMO.  The factory support should give the tech the proper precedures to fix the problem.  After all, it is the factory's warranty.  I'll bet they will fix this without cutting anything, though they may want to remove the spa.  If they do have to cut the frame, I would insist on a new spa as htotubdan stated.
