Hi All,
I have a Caldera.
The 20A GFCI will not trip when I push the test button, do I call the electrician or dealer?

Just Me,
I would get ahold of your electrician could be wired incorrectly or a bad breaker

Is it a new spa? Start with the dealer. If you got the breaker with the spa, it is actually part of the spa warranty. A feature of a Watkins product.
The dealer may want you to call electrician.

Is this a new installation? Has the breaker ever test tripped properly? If so, I would assume a faulty breaker. I would not use the tub if I were you, until the breaker is replaced. This is a basic safety issue.

Also I would suggest you check and ensure there is power coming to the breaker. They will not trip if there is no juice. I am not trying to be a prick and state the obvious but you would be suprised.
