Sovereign Heater Problem

1999 Hot Spring Sovereign model, Ready light flashing, cleaned filters, refilled tub, still flashing, water will not heat. tried the heater reset, no change. Is this a heater problem, circ pump problem or control problem?  Jets work.  Worth repairing? Or buy new tub? Other parts have been failing..controls in spa do not work, moto massage does not work, etc.

Welcome to the forum. Perhaps your local HS dealer can give you an estimate? That might help your decision.

Sounds like circ pump.  All other issues sound minor. 
Award winning Hot Spring dealer for a gazillion years.
