Found Tub at 91, Breaker Tripped

I changed my water about 2 weeks ago.... haven't used it since.  It heated up just fine.  I went out to check on it today, we've had some major winds and I never strap down the cover.  I noticed the cover was crooked... so I checked the water and whatnot.  It was only 91.  At first I thought maybe it was cause we've been cooler than norm and the cover wasn't on right/tight... but then I realized it was more than that.  I went and checked the disconnect and noticed the one on the right was tripped.  I flipped it over and now the tub is heating.  Should I be concerned?
