Does water temp affect alkalinity?

Sorry for yet another question........hopefully all my questions help other folks here as well...  :)

On a fresh fill, with water currently at 65F and tub just starting to heat up, any reason to not start balancing my alkalinity now?  Or do I need to wait for the tub to get closer to target temperature (100F)?

I check it before it is to temp and adjust. Keep in mind when you add something to water it takes a while to work. In cold water I would think it will take longer.
