Fl1 fault on a Sweetwater Spa

Spa won't run due to Fl1 fault. Tried all trouble shooting guidelines without any results. Interior light also does not work. Jumped circulation pump and Fl1 goes away as pump runs..so not pump and not flow switch. Transformer is good and jet pump also works.... Any other ideas as I am down to the board.

Sounds like a bad board.  If the circulation pump runs when you put it on different relays, then the board is bad.
