What's the Best Hot Tub

I obtained  an older Jacuzzi hot tub. The problem is that I set the temperature to 104 but it goes to 111. It shows actual temperture, but doesn't seem to stop at the set temperature. What is the problem?

 Could be a stuck heater relay or tub may be set to run continuously which in some circumstances the motor heat alone can bring water temp way high. It is a circuit board I take it?

How old of a Jacuzzi is it?   Most likely a bad temp sensor, is the water actually hot or cold?   High limit should trip at 112 or so unless it's really old, some would trip at 120 if I remember right.
