Excessive aeration in hot tub water

OK Dealers and service techs....Need some opinions please. I have a hot tub that when in use has excessive aeration and is solid micro bubbles when in use...The tub supposedly has been this way since new (6 mos) and the water has been drained 4 times already trying different things such as filling with a pre filter and using the vanishing act pillow...de foamer, etc...
The tub is not a salt system and when the water is tested it is in check with TBR,FCI,Alk,pH,Hard. We tested the tap water which is city water and not on a water softener and has no Sodium on the readings.
When the pumps are shut down and the tub sits for a min or two it is crystal clear. There is no physical buildup on shell surface and the filters have also been changed just to eliminate the possibility. We are talking about aeration bubbles and nothing more...No foam what so ever. Kinda puzzled... Thanks for any advice

"Airation" is the injection of air into the water.

" when the water is tested it is in check with TBR,FCI,Alk,pH,Hard"...and exactly WHAT are these levels?
If you can't sell it on eBay, it may not even qualify as landfill.

Retired (mostly) from the industry after 33 years...but still putzing around with a consumer information website, and trying to sell obsolete owners manuals

Going from crystal clear water, where do you see the the bubbles coming from, the jets, I can only assume.

If that is the case, how many air venturri controls do you have that allow air to be injected into the jets with the force of water flow, and do they open to allow air, and close to turn off the air?
