Chas is right, you need to first verify that you have 240 volts leaving the control board and going to the motor. If you have a voltmeter, and know how to use it, check the wires going to the motor.
Another shot in the dark, if the spa has been shut down for a period of time, and you are now starting it up again, the bearings “could” be seized up, with the power off, simply check the shaft to see if it will rotate and spin freely.
If you have 240 volts going to the motor, do you hear a humming noise coming from the motor when you attempt to start them? Occasionally a start capacitor can go bad, but not 2 pumps at the same time.
