For some reason, my pH is always high...like 8.0.
I can put in 3 oz of decreaser and less that 24 hours later it is back up to where it was. A little help please?

You need to dial in your alkalinity first. Actually...how I balance my tub is this.....I get the calcium hardness in check(I keep mine at 210-230 ppm). I then balance ALK(100-120 ppm). Then I balance ph (7.4-7.6). Lastly,I add the sanitizer(I use Di-chlor).
Balance your chems in moderation,and do it gingerly over several days. After you've done it a few times,you will get a knack/feel for it.

CH is 140 ppm ... which is low and I have no CaCl in my kit of chems that came with the spa. :(

It could be something your bringing into the spa, I have quite often seen lotions and hair gels effect the PH.
Try shocking the water and leaving the cover open with the jets running for about two hours to let the spa breath and then do your PH decreaser.
I balance my tub very similar to Autoplay.

I notice a lot of scum.. (brown bubbles) .. Do I add scum and stain remover BEFORE pH decrease or after?
Does the S/S remover affect pH?

Doesn't really matter but I like to add a metal gone or stain and scale before I do anything. In fact I add it aroung the spa at the water line while filling.
