Title: J245 won't shut off

I just had our new tub delivered last night.  It is a Jacuzzi J245.  Shouldn't I be able to completely turn the pumps off and have the water still?  The first pump is always running on low, and if I press that button, it pumps harder.  If I press it again, it just turns that pump to slow and not off.  Is this the way it is supposed to be?  The guy who set it up said it was, but I feel like it is wrong.

 If the spa is calling for heat it will run,also if it's a filter cycle.   Turn the temp way down and see if it shuts off.

OK that must be it.  I just filled it last night and set it to 100.  It was originally at 50 so the whole time I noticed the pump 1 running on low, it was still heating.  I am going out now to check it to see if it quit running.  The water should be up to temp by now.
