Title: Is it broke?

Don't want to force it in and regret it later.  The little guy was floating in the water this morning trying to escape.  Does the little part just snap into the larger part or is it broke?

The smaller part has 2 teeth which look like they lock into the larger part.  Pressing it by finger pressure doesn't seem to lock it into place.  Thinking I just need to press harder with out breaking it.

Emergency is over.  I used a screw driver to pop the teeth over to latch the two together.  Probably tight since everything is new.
