Title: New to Hot tubs, need some help getting it started

I received a hot tub for free. Finally  got around to installing the electrical and putting it in place. I connected the power, flipped the breaker, and I heard 2 clicks, but nothing happened. No light, no panel messages, no pumps, nothing. Now, I have not put any water in yet. Yes, I know the pumps can burn out, just wanted to see if it was going to turn on, then I was going to kill power right away. now, could the lack of water, cause the nothing happening?? Safety switch???? Or is my control board most likely DOA. Please, no flames here, I am new and just looking for some help. The spa is in beautiful condition, and I don't want to start all over. Oh Yea, I know its a balboa spa, but I don't have any manual for it. Thanks for all the help in advance.

Who did the electrical? Is it hooked up properly?

a licensed electrician. Yes, it is hooked up properly.

Balboa makes electrical controllers.

OK are there any fuses on the control board?
