I know the heater is working since it does get to 94. I am wondering if the temp sensor is messed up or maybe the water level is a little low.
Any thoughts, tips would be most appreciated. I am a new owner of this older hot tub and am just learning about maintenance.

You may look to clean/replace your filters! That could do the trick! Or it is likely a sensor/component issue that a dealer could help you with!

Wouldn't surprise me if it is temp sensor. (Thermister)

sound advice. no flashing green or red lights? if it was a 2001-current model the symptoms would point right at the heater board (something not part of the 2000 jetsetter). are you 100% on the year? serial # should have a B in it for the 2000 models.

Your initial assumption is in error: your tub can easily climb to the mid-nineties without the heater being on at all. The little circulating pump can do it all by itself, assuming the tub has a good cover tightly fitted.
You have a reset button on that heater (unless it has been updated) and I would start with that. However, it WILL NOT reset if the heater is above 90 degrees. Simply shut off the power and wait several hours. Leave the spa cover closed: no sense it cooling the entire tub, just the heater.
