I have it set at 104 that is the max on my hot tub and i checked the water temp and it at 103

Most likely your spa is at 104 degrees where the temperature is measured. Most spas today are using ohms to measure temperature and they are very reliable and accurate.

The water temperature of a spa is not the same from top to bottom.

Sounds about right to me.
You'll drive yourself nuts checking the temperature like that, though.

I believe most tubs' heaters only come on when the water temp drops 2 or more degrees than the set temp. Kind of like the thermostat that controls the heating and cooling of your house.

Yup- it keeps the heater from constantly switching on and off.  Once your water hits the target temp, the heater shuts down, and the water immediately (hopefully slowly) begins to loose heat.  Better for the heater to let the water drop a couple degrees before it switches back on.

Where do you live?  What is the air temp now?  When it is 10F outside, I love a 104 soak for 20 minutes.   At 75-85, I can't stay in 104 for more than 20 minutes. We are in a heat spell now and for long relaxing soaks I am at 101-102.  If I work myself hard and am sore, a soak at 104 does wonders.   In social settings where you might want to soak for an hour,  100-101 depending on the air and wind can be just right.  This time of year I keep mine at 102 and it can be changed up or down quickly.
