 Surprised that the police didn't have anything better to do- you'd think that would't merit much other than a warning to watch it.

they were thinking that the hot water seemed SO inviting.....and relaxing....and stirred up the ol' hormones, like a witches brew, and they couldn't help themselves!!
Maybe the neighbors made it a point to keep an eye on the tub, "just in case". I'd be willing to bet that our back yard (especially the part with the tub) gets a quick look from most everyone passing, just to see if anyone's actually using the tub....maybe a 'quick peek'....although, having 3 dogs running around the yard that the neighborhood kiddies love doesn't help to keep attention away....hmmm

Yeah, sounds like there is more to this than just a cop answering a complaint.
 Sounds like a vendetta type of thing is being alleged.  
When a cop has to sue his own department, something is fishy.

Or her own department.  Perhaps that is a clue.:-?  There must be a back story, since prosecutors took something like this to trial.  Maybe the Sheriff has an agenda.
