we put water in our tub after being away two months. the temp outside was 9 deg. after filling it up i turned the breaker on and it said cold flo and the heater icon was not there. it was night now and even colder, so i put a stock tank heater in it and put a smal 1500 watt heater by the pumps closed it up and covered it nicely with three layers of heavy duty tarp all taped up. today i took the tarps  off and started it up and it is going after having to prime with a garden hose. anyway, one of the three big pumps is not working. the circ pump is on and it is up to temp 102 now. do these pumps have a reset or is it likely broken?

The COLD message was to indicate that your water was a certain degrees below the set temperature, or something like that.  
The FLO is a flow error.  Could be a bad flow switch, clogged filter, pump with an airlock problem, circ pump problem, etc.....
The FLO error tells the spa to keep the heater off because it thinks water flow is insufficient thru the heater.
 This happened to me a couple months ago, and I got a new circ pump.
(Optima- somewhat similar to Jacuzzi, I'd think)

just to clarify, the flow message cannot be caused by an airlocked jet pump.  can only be caused by an issue with the flow switch circ pump.  you might have an air lock in the second or third pump?  can you hear the motor trying to work or nothing at all.  the second jet pump has a fuse that could have blown.
