LEISURE LIFE 1987 MODEL 50

I just inherited a Cal-x fun spa. The inside cabinet says it is a leisure life spa made in 1987 model #50. There are two pull handle valves in the cabinet. Are these handles to be pulled out when running spa? Or in? What are the handles for?

Not knowing for sure, they sound like water cutoffs that should be out for normal operation. A few of the experienced spa techs will probably speak up soon.
