FLO error on Jacuzzi - doesn't seem to be filter or airlock

I have a Jacuzzi Platinum Series that was working.  We moved it from neighbor's house to ours, cleaned it, rebuilt the enclosure, and filled it.  It warmed to 86 degrees then developed a FLO error.
We removed and cleaned filters, but the error persisted.  We drained and re-filled through the filter chamber (in case it was airlock) but the FLO error persists. 

I wonder if leaves etc. may have gotten in to the system.  We saw it running and heated to 103 when we bought it - so this is a new quirk.  Any expert thoughts on what else I should do?

I know there should be a flow sensor, but I'm not sure where to find that to check it.
