Hot Springs Jetsetter Moto Massage leak: what is this line?!

I have an older (98'?) Hot Springs Jetsetter that has a slow leak I've finally decided to address.  I cut into the skirt and dug out all the wet foam.  The leak was easily identifiable as the line that connects to the top - not bottom - of the Moto Massage jet.  This is key, as I assumed that this was the infamous Hot Springs Moto Massager Bleed Line Nipple Failure.  The bleed line connects to the bottom of the jet to allow the Moto Massage jet to fully drain.

The line had completely snapped off along with the mounting point to the jet housing.  Assuming it was the bleedline (and because I live in sunny California) I went ahead and epoxied the end of the line and the hole in the jet housing shut with two-part marine epoxy.  Now that I realize it's not the bleed line, I'm wondering what this line is for. 

Does anyone know what this line is? Can I safely leave it epoxied shut? If so, what functionality will be lost?
