MAXX Elite Hot Tub Drain Problem

My new neighbor just inherited a Maxx Elite tub and when he tried to drain the water he unscrewed the drain cap and then "nothing". No water whatsoever. What could be preventing the water from draining? The drain pipe appears to be clear of any obstructions...

You need to either push it back in halfway or pull out further.  Typically you pull the drains out, unscrew cap, hook up hose, then either push it back halfway or it may pull out another notch forward.  I don't know maax specifically but that's how a lot of drains work.

The cap is secondary to keeping the water from exiting. There is either a valve that he needs to open as as said about the drain actual telescopes in/out to open/close itself, it just depends on what parts we are talking about.
