Hot tub pump

Hi everyone, I'm new here and just bought a house with a hot tub that needs some work. I had someone look at it and said the pump was bad so I bought one online and replaced it. When I turn the power on to the tub nothing kicks on. Would the pump at least attempt to come on without water in it? I just heard a couple clicks and that's it. I don't want to put water in it if I still need to replace other parts. It's a cal spa hot tub.

Thanks for any help and hopefully I can get this thing up and running.

The pump doesn’t care if there is water or not.  The clicks you hear are the relays.  I would check the fuse, it is a either a 20a, 25a, or 30a.  Unless the fuse has visible burn marks indicating sit is fried, you will need a multimeter to test it.
