2001 Sun Dance Tango

Hi All -
We have a 2001 Sun Dance Tango - stopped heating - FL1 error as well

Both Hi and Low works, bubbles included, light is fine - FYI

Replaced filter
Replaced flow switch
Replaced full heating unit

Bled all air out
Power off and on numerous times

Prior to all of this the circ pump died and I just bypassed with new hose - I was hoping to run without circ pump - is there anyway to "jumper" the circ pump out of the normal operation on the board or elsewhere?

You would need to replace the chip on the circuit board  so that the heater activates the low speed pump.  You will also need to replumb the spa so that the main pump pushes water through the heater.  Would be way easier and cheaper to just replace the circulation pump.
