Jets aren't working properly. Why??

I work at an apartment complex. We have a large spa. I know that the jets are not working properly but my maintenance supervisor insists it's fine. I've been in the spa before when the jets are working properly.

Can somebody please tell me what's wrong?

Looks like the jet faces are turned up or broke or missing? Is there an air control? Turn it off and look at the jet faces closely. And look for an air control valve. Wheres the filter/pump/heater?

I was able to move the jet faces around a little bit. It's like a plastic eyeball that swivels. It didn't change anything. The filter, pump and heater is located about 30 yards away in the pump house. I thought the jets were supposed to pump water into the tub. Do they pump air instead? Is it both?

Tell your supervisor to teach you how the tub functions so you can maintain it better for the tenants. See how the pump/heater/filter function, is the filter clean? Follow pipes and look for an air intake/stand pipe and a valve to shut the air off or balance air and water. It's a common system. Make sure the filter and pump/s are functioning properly. Sand Filter?

Has the pump been changed and downsized?

Here's a photo of the pump that feeds the jets. I'm not sure if it's just air or if it's a mixture of water and air.

I took a closer look at the jets inside the tub. It looks like many of them are missing the "Nipple" or "eyeball" part. Maybe it's just a pressure issue because those parts are missing.

Our maintenance supervisor is already certified. I can't get my certification and then take responsibility for the tub. I work in the office (Property management kind of stuff). I can't take time away from the office to work on a hot tub when it goes out.

Guess there's really not much I can do about it. I'll just have to wait for her to finally get around to doing something about it. Thanks for helping though. I was kinda hoping there was an obvious reason for why jets act like this. Could be a number of things I suppose...and it probably is.

Air intake. Seems to be working fine. I put my hand over it and it pulls on it pretty hard.

UPDATE:

As it turns out, this motor was no longer pushing air strong enough to get the jets working right. We replaced it and all is good now.
