My new Jacuzzi 245 was running for about 2 weeks, but I noticed the heater didn't work when jets were on so the temp just kept dropping.
I have the 60amp panel.

I opened panel on Thursday and it smelled like burning, and there was a wire melted. The tub is off now, freezing temperatures and I'm waiting for service to come on Monday which I'm not happy about..

The wire that's melted looks like it's for the heater. There are two small black wires meretted together but I'm wondering if they're supposed to be connected to some prongs that have nothing attached to them.
Does anyone have a 245 and picture of wiring inside panel?

  If freezing, get in there and unhook the heater leads and turn it back on, at least the spa will be circulating water, heater or not it's better than freezing.
