Time needed to heat from 70 to 103?

We just refilled our Sundance Optima and it registered 70 prior to turning on (at the breaker)  Hiw many hours should it take to get to 108(the ambient temp is 80 here in Novato Ca today)?

I ask because this am after being on since 5 pm yesterday at 70 it is now 74!

I went thru another off then on and a few settings and now it is 86 (about 4-5 hours).---it has been 86 for an hour now!

Seems to be abnormal so am asking what is normal timing?

It should heat at the rate of 5 to 7 degrees per hour.
