One is probably a temp and the other is high limit. Also you might as well change that pressure switch as well. They are cheap and it would be a pain to put it all back together and find you need a new one. It's funky looking thing with 2 wires to the left.
Yes, just use a few wraps of Teflon tape, before threading it in. Do not over tighten. When you change the element, you have to very careful when tightening it and use 2 wrenches. One below the main nut and one for the main nut. I think one is 3/8ths and the other 1/4" been awhile since I have done it, but the goal is not to twist the leads that the wires go to on the heater.

I don't know the last time they ran it. Like I said, they used natural gas instead of electricity. Should those two things get it to good running order? How/when will I know if the pumps are shot? And which ones to get in case?
In a perfect world, yes it should work. The pumps will either work or not, or they will be louder than a Metallica concert and you will need to swap them out. You have a lot of variables working against you to just say sure it will work. And were taking about a hot tub that's been sitting for how long? Where did you score the equipment pack and how old was it?
