Value of 2007 Caldera Tahitian been sitting for a while....

Tub has been sitting for a year and a half.   Is that hard on the pump and heater to be dry that long.   Seals?
Tub has been in a enclosed porch and was said to be emptied and cleaned good.  Seller does not want to go through the trouble of filling it. 
What would you guys value this at?   I'm in Michigan.

Is there a way to test pumps and heaters without water?

Without running it first with water in it the value is zero.

If you can't sell it on eBay, it may not even qualify as landfill.

Its not just about the heater and pumps. If it sat empty for 1.5 years in Michigan you have to worry about whether they drained it properly for that kid of storage because any water left in the plumbing would freeze multiple times in that period and you'd have to worry about cracked plumbing due to the freezing water.

If they wouldn't bother to fill it I wouldn't bother to make an offer.
