Changing the default temperature set point

I have an old 1997 Caldera Spas Paradise Tahitian with the Balboa 9715-LA controller

Whenever the power cuts out to the house (I live in Hawaii, it happens semi-frequently), when power is restored the spa temperature set point is automatically set to 100ºF and Econ mode is OFF.

I would like the spa temperature default set point to be set lower, say 94ºF and Econ mode ON whenever we lose power and power is restored.

Is there a way to do this?
