My tub seems to vary---at least one degree---I set it at 103 and I see 102 and 104---is this normal for an Optima--titanium heater? I have even seen it at 106 when I thought the governor was set to a hi p0oint of 104 (California rule?)

I have mine set at 103 and there are times when we uncover the tub and the temp reads 104 other times it will read 102. Very normal.

Yes there can be a variance in temps up or down.

+/- 1 degree from set point has been fairly normal for both tubs I have owned in the past 11 years.
