Heater relay board clicking

I just installed a new heater relay board on my 2004 hot springs hot tub but when I power the tub on, a green led lights on relay board and a red led light right next to it goes on and off every second making a loud click each time.  The jets work, the circulation pump is running but the heater is not.  I'm concerned about leaving it on as it seems like a relay switch is tripping and resetting itself rapidly and I don't want to damage the new heater relay board.  Any ideas?

i had that happen once - the factory asked me to check for markings on the HRB that indicated it was from "v.002," or it could have been "Rev B." Mine was marked something like v.001. They asked me to send all boards with that marking back to them and they replace them with some marked v.002 - I may not have that exactly right, but it's close.
