New Circulating pump but spa not heating

Hi!  I have a 1999 Nassau spa.  I just installed a new circulating pump and a new blower.  When Pump 1 and 2 are both on, the arrow on screen is flashing, indicating that the spa should be warming up but when the 2 pumps stop (cycle done) and the circulating pump is constantly running the temperature does not rise.  I set it for 85 and the spa is only at 75.  The arrow is not flashing and the temperature is not rising; it even decreases.  I left the circulating pump run for 2 hours and no luck!  I also re-programmed the screen by holding 0n/off button for 20 seconds, etc.  Do you have any advice for me?

Can you see the flow switch? It should have something inside that move back and forth and make contact when the circ pump is on. If it's clearly visible check to see that it is working. It should be located somewhere downstream of the circ pump.
