Hot Springs Classic only lukewarm

I have a Hot Springs Classic model E which only gets lukewarm, about 85 to 95 deg.  It does get warm so heater is working.  Heater recirc pump is working. Temp control knob is all the way in hottest position.  Anyone have any ideas on what could be causing this?  My local dealers just give me a "deer in the headlights" look when I describe this problem.

The heater is NOT necessarily working. Just the heat generated by the equipment can and will raise the temp somewhat.
If you can't sell it on eBay, it may not even qualify as landfill.

Retired (mostly) from the industry after 33 years...but still putzing around with a consumer information website, and trying to sell obsolete owners manuals

Also if you are getting low flow from the circulation pump this will cause the heater to kick out on overheat

If I turn off pumps and leave them off long enough to cool off, when I turn everything back on I get warm water coming out of the heater almost immediately.   Will equipment warm the water immediately? Can I test heater element by measuring its resistance or continuity?

You can measure the heater resistance with a multi meter, but if it is heating on start up that is not the problem

Do you have any idea what the resistance should be if the element is good?
