Sundance and a fl2 code

2005 Sundance Bahia.
Fl2 code
OH code
Temp reads 114°+ actual temp much lower.

Here's what I did:
Installed a new temp sensor. That has the OH code gone and the temps are not a degree or 2 off from indicated or dead on.

I set it to 100° and it ran 24 hrs with no codes. Actual temp 100-101.
I wanted it hot for a foot injury so I set the temp to 104°. Temp went to a indicated 106 and got a fl2 code. The fl2 goes off when the pump runs, visually the switch does open and close with flow. And the recirculation pump was working until I set it to 104.

So why would it heat to 106, and then kill the recirculation pump basically causing the fl2 code?

Thanks in advance.
