Filter Cleaning with TSP

Is this the right stuff?  I found it at my local farm and garden store, Fleet Farm.  It was less than $5 for this box.  Contains sodium carbonate, sodium metasilicate, and EDTA.

That is NOT TSP. TSP is tri sodium phosphate. What you have is phosphate-free, and it's the phosphates that do most of the actual cleaning (of oils and such). More and more states/cities are banning TSP and anything with phosphates as it's not at all ecologically "friendly".
If you can't sell it on eBay, it may not even qualify as landfill.

You want TSP, not TSP-PF, as shown here.

C'mon, Dr. Spa.  It says right on the box, "The power of TSP".  ;D

So if I did use this product, I won't be getting the cleaning power of regular TSP, but it won't hurt to try it, right?

If you read it, I guess it must be true.   ;)
