j-315 jacuzzi fl1 and heater not working

I have a j-315 jacuzzy I just filled it and the fl1 code flashes and the heater light will not come on. What should I do the pump works good.

 Air lock in circ pump, or filter needs cleaning.  Did your spa come with a fill adapter?

No it did not come with it.

I've got same problem Jacuzzi j314 with FL1 error,Display panel is on displaying FL1 and temperature. took flow sensor out and it metered ok. Topped water level off about inch low. after a while jets came on and tub light but no circulator pump. I jumped power to circulator pump and it ran and kept running after I removed jumper. Still FL1 till I got the flow sensor correct way around then all was running and heating. 1/2 hour later all had stopped FL1 again and main pump and tub light do not work. Possible bad circuit board?
