No Heat, 30 Amp Breaker Trips

Have 1999 Hot Springs Sovereign converted to 230V years ago.
Had been working great for years. Recently, water temp seemed
to be dropping and then last week jets turned off while in tub and
red power light was flashing. Just replaced circ pump and both heater
thermistors, also new filters.
Everything works but get no heat. Red power light
on control panel solid red. Green LIM OK light and
red HTR ON lights on ckt brd inside IQ2020
control box both go on when I flip on 20 amp breaker in subpanel.
Red CONTROL UNPLUGGED light always off.
But when I flip the 30 amp breaker on, it immediately trips.
I've looked at the red heater hi temp reset button and it is not
popped up.

I think my heater has gone bad, but could it be something
else? One more curiosity...if I flip on the 30 amp breaker
first, it stays on until I flip on the 20 amp breaker.

Thanks for any advice.

Bad heater. Try disconnecting the two wires (one white one black) which go down to the heater from the control board. If the breakers all stay on, you have isolated the issue.
