Ozonator Issue

I have an ozonator in with my spa. Lately, I notice no ozone smell when removing the cover or if you put your nose close to the bubbles in the water.  I did some troubleshooting and took the hose off the ozonator and I could smell ozone being produced. I followed the hose and notice that between the check valve and the ozonator there is water inside the hartford loops. I assume this means the check valve is bad?  Should there be water in the loops?  The hose is dry at the ozonator.. looks like the hartford loop did its job.  Could the water in the loops be preventing the ozone for being sucked into the spa?

 Yes.   Tube should be dry.      If the line is pretty crusty looking you can replace it pretty easy, just make sure you get the check valves back in right..
