Turn off power to spa. Check the resistance of the heater.

AND WHAT SHOULD THAT RESISTANCE BE?IT READS 11.5.

Now, if the problem was that the GFI was tripping, then you would need an ultra-sensitive ohm meter, and you put the test leads from either black or white to ground. Infinite is good, anything less is a grounded heater.
