no heat 2006 tiger river sumtran spa

No heat have tried new heater relay board, didn't fix, tried  new IQ2020 box no fix, circulation pump working fine, all jets work, i have green and red steady lites on the main board, it's a 220v heater, there is no power to the heater.
1. can the thermistors cause no power to the heater?
2. can the top side control panel cause no power to the heater?
3. how to check thermistors if they can cause the problem?

P.S   I did have a spa tech. tell me the topside control panel can cause this problem, says the logic is in the top side control panel, sends 2 signals 1 turns on the led on the circuit board and the 2nd signal turns on the relay to send power to the heater.
But then again i have been told by another spa tech. that he has never seen a topside control panel cause a no heat problem.

Help please.  how to check thermistors?

You replaced the heater, and that didn't fix it?

Tell me, did you actually do any proper testing and diagnostics? Or did you just blindly start guessing and replacing parts at random?
If you can't sell it on eBay, it may not even qualify as landfill.

NO I DIDN'T CHANGE THE HEATER, THERE'S NO POWER GOING TO THE HEATER.
YeS A SPA TECH SAID IT WAS THE MAIN BOARD, SO THE IQ 2020 BOX WAS CHANGED, THAT DIDNT CHANGE ATHING.

If the lim ok and heater on idiot lights are steady,and you have a new iq2020 then the gfci/circuit breaker is not working or the spa is not wired correctly.

Is spa wired for 120 or 230 volts.

gfci/circuit breaker is WORKING THERE IS 220V TO THE HEATER RELAY BOARD AT TERMINALS 1 & 3 AND THE SPA HAS BEEN WIRED THIS WAY FOR 7 YEARS, BY A CERTIFIED ELECTRICIAN AND CHECKED BY THE SPA TECH.wHAT ELSE YOU GOT I HAVE HEARD ALL THESE THINGS NOT BEING AN ASS JUST TRYING TO GET THIS THING FIXED.  aRE YOU ANOTHER WHO DOESN;T THINK THE CONTROL HEAD COULD CAUSE THIS OR.

Whats the voltage across H1 and H2 at the HRB?What jumpers are installed in Terminal block? Did you check program jumpers for 220volt?Is the power light on control head solid red not blinking? I am just trying to eliminate all possible reasons for your no heat situation.

The control head in the 2006 should have no effect on the heater.

NO VOLTAGE AT H1 H2 1 JUMPER   AT 4/ 5      ON MAIN C/Board jumpers are installed on     1, 3, 9    control head  SOLID NO BLINKing

Another question if the circulation pump wasn't putting out enough pressure would the heater led be lit on the main board? it is lit.

the green lim ok light means the hilimit thermistor is good the red heater on means the temp control thermistor is calling for heat. so they are both working. the only time you will see a thermistor fail is usually rodents chewing them up or from being cracked from over tightening.
