1993 Hot Springs Sovereign double circuit version - Not working

Hello I am brand new to the hot tub scene and I recently recieved a 1993 hot springs sovereign from a friend.  He said it worked fine but it has not been used in years.

I wired everything up this week and went to turn it on and nothing??  No power to any components.  I am an electrical technologist so i have a good backround in electrical applications. I have used a subpanel with both a 240v 40 amp breaker and a 115V 15 amp breaker both GFCI. All my lines to the tub junction box are reading correct voltages.  Here is what I have hooked up briefly. 

Blue wire from tub - 110 Volt hot from subpanel 220 source
Red wire from tub - 110 Volt hot from subpanel  220 source
Black wire from tub - 110 volt from 110 source
white from tub - neutral from sub panel

A couple questions i have is what to do with the ground leads at the hot tub?

Also I noticed the door interlock sensor. My door seems to be missing the magnet part of the sensor.  Im guessing this could be the cause of no power at all to the unit?

Is there a way to bypass this easily by hard wireing or getting another magnet? 

Also any other suggestions on things to check would be appreciated.

I see three problems -

• the door interlock (get a magnet)
• breaker sizes (in the US you should have a 30A two-pole and a 20A single pole)
• neutral wire

You need the neutral wire to go from the spa to the 20A breaker. There is a "load" connection and a "neutral" connection on that breaker.
