I don't understand why you are introducing soap into your water.I have never had a problem with foam, so it must be something you are taking into the water with you. Keep a separate set of swimwear for the tub that has not been covered in soap powder.As for oil and skin etc, a weekly shock should be oxidizing organic waste.I presume that you are shocking the water regularly?
If you bathe in the spa, you'll need to change the water more frequently.
