1995 Sovereign not heating beyond 90 degrees

Hi,just got a 1995 sovereign.  Seems to be in good condition but cannot get it hotter than 90 degrees.  There is wire that isnt plugged to anything.  I think it was sitting drained and unused, but dont have much info about it. Jets and clean cycle run just fine. Any suggestions?

That tub will do 90 on just the circ pump. I suspect the heater relay board.
