Heater problem on 2006 Solana TX

I recently purchased a 2006 Solana TX (2-person triangle spa), used. It was working fine when we picked it up and the previous owner has recently replaced the heater unit. We are running it hardwired to a 220v spa panel (as was the previous owner). We got it up and running, but it does not seem to be heating. We ran it all night and the water is just as cold as it was when we put it in! Is there something we can do to test the heater or are there any connections that we need to check? It is currently set to heating option "4", which should be the warmest setting. Do we need to set it lower initially? We checked the manual, but it is basically worthless!
